TNI Expels 25 Jupang and Illegal Foremen from the Arjosari Terminal

The Arjosari Type A Terminal in Malang, East Java, has begun operations. They are cracking down on 25 foremen and passenger callers (jupang) who were operating without official assignment letters from the bus company. The aim of this regulation is to improve order and comfort at the terminal.


Based on a re-registration, only 29 people are officially registered and possess valid assignment letters, said Mega Perwira Donowati, head of the Arjosari terminal. "Currently, the official data shows a total of 29 people, consisting of 13 foremen and 16 jupang. All of them have complete assignment letters from the bus company," Mega said on Sunday, July 13, 2025.

Data from May 2024 showed that 54 people worked as jupang and foremen at the terminal, but this number has decreased drastically.

The possession of a company membership card (KTA) is the main difference between illegal and legitimate jupang and foremen. "Our officers in the field routinely conduct checks. When on duty, you must use this KTA," she said. Mega emphasized that there will be zero tolerance for illegal jupang (boats) who insist on operating within the terminal area.

She asserted, "If they continue to refuse, we will coordinate with the authorities to expel them from Arjosari." Since the crackdown began on June 22, a number of illegal jupang who had persisted have finally left the terminal, particularly following the beating on June 27 of Lieutenant Abu Yamin, a Navy officer.
