Freight Transport is Prohibited from Using Toll Roads During the Year-End Holidays

Jakarta - The Ministry of Transportation (Kemenhub) has implemented full restrictions on freight vehicles on toll roads. This will be effective during the 2025 New Year's holiday period.


This policy was implemented to maintain smooth traffic flow and improve public safety amidst the potential surge in year-end mobility. The Director General of Land Transportation at the Ministry of Transportation, Aan Suhanan, stated that the restrictions were decided after a coordination meeting with the Traffic Corps (Korlantas) of the Indonesian National Police (Polri).

This policy also takes into account the implementation of work from anywhere (WFA) from December 29–31, 2025, as stipulated by Minister of Administrative and Bureaucratic Reform Rini Widyantini. "It has been decided to add traffic regulations during the Christmas and New Year holidays, particularly regarding restrictions on freight transportation on toll roads," Aan said in Jakarta on Saturday (December 20, 2025).

"Previously, there was a window period on December 21–22 and December 29–31, but now there is no window period. This means the restrictions remain in effect," he said.

Based on the meeting's results, the restriction on freight transportation on toll roads will be implemented without a window period, or for a full 24 hours. This policy will be in effect during the Christmas and New Year holiday period, from December 19, 2025, to January 4, 2026.

Aan explained that the evaluation of freight management was conducted in conjunction with the National Police Traffic Corps (Korlantas Polri). This is because the WFA policy is expected to trigger an increase and change in public movement patterns during the long year-end holiday.

Meanwhile, for arterial roads, freight transportation restrictions will remain in place using a window time system. Freight vehicles are permitted to pass from 10:00 PM to 5:00 AM WIB (Western Indonesian Time) to maintain a balance in logistics distribution and smooth traffic flow.

"For arterial roads, we are still implementing a window time, from 10:00 PM to 5:00 AM. There are no other changes to the regulations," Aan said.

He added that technical arrangements in the field are entirely left to the National Police through their discretion, according to the actual situation. "Everything is left to the National Police for decisions on the ground. The police can assess and exercise discretion based on existing conditions," he said.

Responding to requests from several business owners that the freight transport restrictions only apply on December 25th, Aan stated that logistics distribution could still be carried out, specifically by utilizing the window time on arterial roads.

"We will have a window time on arterial roads," he said. The policy of restricting freight transport vehicles during the 2025 year-end holidays aims to reduce potential congestion and improve traffic safety.

The regulation is outlined in a Joint Decree (SKB) issued by the Ministry of Transportation, the National Police Traffic Corps (Korlantas Polri), and the Ministry of Public Works (PU). This SKB regulates Road Traffic and Crossing Regulations.

The SKBs are numbered KP-DRJD 6064 of 2025, HK.201/11/19/DJPL/2025, 104/KPTS/Db/2025, and Kep/230/XI/2025. This document was signed by the Director General of Land Transportation, Aan Suhanan, the Director General of Sea Transportation, Muhammad Masyhud, the Director General of Highways, Roy Rizali Anwar, and the Head of the Indonesian National Police Traffic Corps, Inspector General Agus Suryonugroho.

The Joint Decree (SKB) applies restrictions to freight vehicles with three or more axles, freight vehicles with trailers or trailers, and vehicles transporting mining products, minerals, and building materials.

However, there are a number of exceptions for certain goods transport, such as transporting fuel oil (BBM) or gas fuel (BBG), money deliveries, animals and animal feed, fertilizer, natural disaster relief, free motorcycle programs, and basic necessities.

Exempted vehicles must be accompanied by a bill of lading issued by the owner of the goods. This bill must contain information about the type of goods, the destination of the shipment, and the name and address of the owner. It must be affixed to the left windshield of the freight vehicle.
